Decision Governance has to cover both machine executed actions and human decisions shaped by AI because enterprise consequence can move through either path.
Enterprise AI control cannot be designed only around autonomous agents. Autonomous agents create the most visible execution risk because they can initiate, route, draft, recommend, call tools, and move work closer to action with less human friction. A serious control model has to govern that behavior. The mistake is assuming the problem begins only when the agent acts on its own.
The broader risk appears earlier. AI can shape a human decision before any autonomous execution occurs. A professional may rely on an AI summary, classification, recommendation, ranking, risk score, or draft before approving a file, escalating a case, denying a request, selecting a vendor, responding to a customer, or moving a transaction forward. The action may still be human led, while the judgment path has already been shaped by AI.
This is why DAL-X has to support both autonomous agents and human led AI assisted workflows. If the control model only watches autonomous execution, it misses the places where AI quietly becomes the practical decision anchor. If the control model only watches human review, it misses the places where agents can move work too close to execution before authority is tested. Decision Governance has to govern the full range of AI participation, not only the most dramatic version of automation.
NIST’s AI Risk Management Framework treats AI systems as sociotechnical systems, with risk shaped by technical behavior, use context, users, operators, and the environment where the system is deployed. This framing is important because enterprise AI risk does not live only inside the model or agent. It also lives in the way people rely on the output, the way workflows absorb the recommendation, and the way decision authority shifts under operational pressure.1
An autonomous agent may recommend and route an exception for approval. A human led workflow may use an AI generated exception summary that changes how the reviewer evaluates the same case. The execution path is different, but the control question is aligned: what did AI influence, who had authority over the consequence, which condition required review, and what evidence proves the action was permitted before the enterprise moved?
A bank may restrict an agent from automatically approving a credit decision, while still allowing an analyst to rely on AI generated credit commentary before presenting the file for approval. The bank may believe human authority remains intact because a person signed off. The real question is whether the AI shaped analysis changed the risk interpretation, whether the approver saw that influence, and whether the authority path remained valid.

The EU AI Act recognizes human oversight as a risk reduction mechanism for high risk AI systems. Public governance language around oversight is useful, but enterprise control needs to be more precise. Oversight cannot mean a human appears somewhere near the workflow. It has to mean the correct authority holder can understand the AI influence, intervene when required, and prevent or stop inappropriate use before consequence is created.2
Autonomous agents intensify the need for control because they can compress the distance between output and action. Human led AI assisted workflows intensify the need for control because they can hide AI influence behind familiar approval rituals. A workflow can look traditional while the judgment inside it has changed. An agent can look efficient while the authority path has not been tested. Both conditions create exposure if the enterprise cannot connect AI participation to decision authority.
The OECD AI Principles connect accountability to roles, context, and traceability across datasets, processes, and decisions made during the AI system lifecycle. This traceability language supports a wider control view. The enterprise should not only trace the AI system. It should trace how AI participation affected the decision path, whether the path was agent driven or human led.3
A narrow agent only control model leaves too much ungoverned. It can identify autonomous execution risk while missing AI assisted professional judgment. A narrow human review model leaves too much ungoverned as well. It can preserve the appearance of human accountability while allowing AI shaped work to move through without trigger logic, authority checks, escalation, or audit evidence.
Decision Governance requires a broader object model. The governed object is not only the agent and not only the human reviewer. The governed object is the decision path where AI participation, authority, consequence, and evidence converge. Some decision paths will be driven by agents. Some will be shaped by AI assisted humans. Many enterprise workflows will contain both.
This has direct product consequences. DAL-X cannot be limited to agent registries, tool calls, or autonomous execution gates. It also has to support AI use attestation, decision inventory, authority mapping, trigger logic, escalation, override records, drift observation, and audit evidence for human led workflows where AI materially influenced the outcome. The control layer has to recognize AI participation even when the final action is performed by a person.
The enterprise standard should be simple. If AI materially influences a consequential decision, the authority path has to be visible, testable, and recorded before action moves forward. Autonomous agents and human led AI assisted workflows are different operating patterns, but they both create the same governance demand: the institution must prove what AI was allowed to influence before consequence was created.
The next control frontier is not choosing between agent governance and human oversight. It is building a Decision Governance layer that covers both, because enterprise consequence can move through either path.
