Why Agent Registries Are Useful but Insufficient.

A registry identifies the agent. Governance must control the decision path.

Core Position

An agent registry can identify the machine actor, but Decision Governance has to control the decision path the agent enters, changes, or accelerates.

Enterprise AI programs are starting to treat agent registries as a necessary control artifact. The instinct is correct, even if it is not sufficient. A registry can identify which agents exist, who owns them, what business purpose they serve, which data domains they touch, which tools they can call, and which workflows they support. The record gives the institution a starting point for visibility, ownership, and lifecycle discipline.

NIST’s AI Risk Management Framework supports this kind of structured discipline through its govern, map, measure, and manage functions. The framework also treats AI risk as connected to context, intended use, users, and the operating environment around the system. A serious enterprise should know which AI systems and agents are present. The weakness begins when the organization treats that registry as if it governs what the agent is allowed to influence once its output enters real work.1

An agent is not the consequence. The decision path is where consequence forms. A single agent may influence many decisions, and one consequential decision may receive input from several agents, models, tools, documents, rules, and human reviewers. Governing the agent alone can tell the enterprise what participated. It does not prove whether the decision path was authorized before action moved forward.

This distinction is central to Decision Governance. The governed object cannot remain limited to the machine actor because enterprise harm, accountability, exception handling, and audit exposure usually attach to the decision or action that follows. The registry may name the agent. The control system has to govern what the agent output changed, who relied on it, which authority condition applied, which escalation path should have fired, and what evidence proves the action was permitted.

A customer operations agent may recommend denying a refund request. The registry may show the agent name, business owner, approved use case, tool permissions, and deployment date. The unresolved control question is whether that denial became a customer decision, whether the employee relied on the output, whether the denial threshold required supervisory review, and whether the record proves the action was authorized before the customer was affected.

MICRO EXAMPLE:
A procurement agent may recommend a supplier award, but the registry alone cannot prove whether the recommendation crossed a spend threshold, required a second approver, or created a conflict review obligation before the award moved forward.

This is why agent registries can create false comfort. They are useful as an inventory layer, yet incomplete as an authority layer. A registry can remain accurate while decision behavior changes around it. The agent may stay within its listed purpose while teams begin treating its recommendations as default answers. The owner may remain named while review becomes ceremonial. The deployment record may remain current while authority quietly migrates toward the machine shaped path.

Agent skills and MCP servers sharpen the control gap. A skill can package instructions, scripts, reference files, assets, and tool permissions so an agent can perform a specialized workflow. MCP can connect that agent to external tools, data sources, and enterprise systems. Those layers strengthen capability and connectivity. They do not establish enterprise authority over the decision path created by the output.

A trusted skill can still produce a recommendation, approval request, customer denial, trade support action, supplier award, code change, or operational instruction that requires authority before execution. DAL-X governs that boundary. It does not stop at asking whether the agent, skill, or connector is registered. It determines whether the resulting decision path is authorized, routed, recorded, and permitted before action moves forward.

The EU AI Act reinforces the importance of technical documentation and record keeping for high risk AI systems. Article 11 requires technical documentation to be prepared before a high risk system is placed on the market or put into service and kept up to date. Article 12 requires high risk AI systems to allow automatic recording of events over the lifetime of the system. Those requirements elevate documentation and traceability. They do not remove the enterprise need to connect AI participation to decision authority inside live workflows.2

The OECD AI Principles point in the same direction by connecting accountability to traceability across datasets, processes, and decisions made during the AI system lifecycle. This language carries value because it does not stop at the asset. It reaches toward the process and the decision. Agent registries should be treated as one input into that traceability model, not as the full control answer.3

The practical enterprise question is not only which agents exist. The stronger question is which decisions each agent can influence, how much weight its output may carry, which authority holder must review the result, which consequence thresholds change the approval path, and which evidence must be captured before action is taken. Those questions sit beyond inventory. They belong in Decision Governance.

Agent registries will become part of serious AI operating discipline. They should exist. They should be maintained. They should connect to owners, risk classifications, access permissions, version history, approved use cases, and monitoring expectations. The mistake is treating the registry as the control layer when it is only the identification layer.

As enterprises move from AI experimentation into AI assisted and agentic workflows, the center of governance has to shift from the list of agents to the authority of the decision path. The registry can tell leadership what is deployed. Decision Governance has to prove what the deployment was allowed to influence before enterprise action occurred.
