Audit evidence must be captured before action because a record created after consequence can explain what happened, but it cannot prove the decision path was authorized when control was still possible.
Audit evidence becomes weakest when the enterprise treats it as a recordkeeping exercise after action has already moved. By then, the institution may be able to reconstruct activity, but it may not be able to prove that the AI influenced decision path was authorized when control was still available.
This is the fault line inside enterprise AI governance. Many organizations are building evidence around model inventories, use case approvals, policy attestations, risk classifications, and committee reviews. Those records help show governance activity. They do not automatically prove that the right authority condition existed at the moment an AI shaped recommendation, classification, routing decision, exception path, or operational response became eligible for execution.
Evidence must sit closer to the decision point. If the record is only assembled after the action, the enterprise is already defending a past event instead of controlling a live one. Decision Governance requires a stronger standard: the evidence trail must show what AI influenced, which decision was affected, which authority rule applied, who had permission to approve, whether escalation was required, and why the action was allowed to proceed before execution created consequence.
NIST’s AI Risk Management Framework organizes AI risk management around govern, map, measure, and manage functions. The public framework supports the need for structured governance activity, while the operating burden inside consequential workflows is more specific. The enterprise needs evidence that connects governance intent to the actual decision path before action occurs.1
A system can be documented and still be weakly controlled at the authority point. A model can be assessed and still produce output that moves into a workflow without the correct review. A use case can be approved and still allow AI influenced work to cross a threshold that should have required escalation. The audit record becomes meaningful only when it can prove the control condition that governed the action, not just the existence of a governance program around the system.
A lending file may show that an underwriter approved the final decision. If the AI generated risk summary changed the consequence level, the audit question is not limited to who clicked approve. The stronger question is whether the approval authority remained valid after AI participation changed the decision path.

The EU AI Act makes record keeping visible in a concrete way for high risk AI systems. Article 12 requires high risk AI systems to technically allow automatic recording of events over the system lifetime, and the logging capability must support traceability appropriate to the intended purpose. The obligation is specific to high risk systems, while the control lesson is broader: consequential AI needs records that are built into operation, not invented after scrutiny begins.2
The timing of evidence is the control issue. Evidence captured before action can support prevention, escalation, interruption, or authorized approval. Evidence collected after action can support investigation, but it cannot restore the decision authority that should have governed the workflow before consequence was created.
This distinction becomes sharper as AI moves from assistance into operational participation. A policy may say human review is required. A system log may show the time an action occurred. A workflow record may show the final approver. A defensible audit trail has to do more. It has to connect AI participation to the decision object, the applicable authority condition, the control path, the reviewer, the escalation logic, the override status, and the final authorization state.
OECD’s AI Principles connect accountability to traceability across datasets, processes, and decisions made during the AI system lifecycle. The reference to decisions is important because enterprise AI accountability cannot stop at model operation. It must extend into how AI participation shaped the decision path and how the institution proved authorized action.3
Many AI governance programs still produce evidence that is too far away from the moment of consequence. They may prove that a committee met, a risk rating was assigned, a model owner was named, or a policy was acknowledged. Those artifacts are useful. They are not enough when the contested question becomes whether a specific AI influenced action was permitted to move forward under the enterprise authority structure.
The audit record must be decision centered. It should not merely say that AI existed somewhere in the process. It should show what AI influenced, how that influence changed the control posture, which trigger or threshold applied, who had authority, whether the authority holder saw the relevant AI influence, whether override was permitted, and what evidence was preserved before execution.
This is where audit evidence becomes an enforcement asset instead of a documentation artifact. Evidence created at the decision point gives the enterprise a record of control while control is still possible. Evidence created after the fact leaves the organization defending memory, workflow fragments, and screenshots against a question that should have been answered before action moved.
A Decision Governance program should treat audit evidence as part of the live control path. The record should be generated as AI influenced work moves toward consequence, not after a reviewer, regulator, customer, board member, or legal team asks what happened. The enterprise should be able to prove the decision path while the decision is still governable.
The next control frontier is not more evidence after execution. It is audit evidence captured at the authority point, before AI influenced work is allowed to create consequence.
